[Breaking] Remove Scikit-Learn default parameters ( #5130 )

* Simplify Scikit-Learn parameter management.
* Copy base class for removing duplicated parameter signatures.
* Set all parameters to None.
* Handle None in set_param.
* Extract the doc.
