Fix rmm build (#7973)
- Optionally switch to c++17 - Use rmm CMake target. - Workaround compiler errors. - Fix GPUMetric inheritance. - Run death tests even if it's built with RMM support. Co-authored-by: jakirkham <jakirkham@gmail.com>
